Dr. Vernon C. Smith is a nationally recognized thought leader and innovator in higher education, with a focus on online learning, academic and workforce partnerships, and student success. With over 30 years of experience, he has led strategic transformations across colleges and universities to enhance access, affordability, and quality on a large scale.

As the Founding Partner of Engaged by Design™, Dr. Smith supports institutions in enrollment growth, digital transformation, online learning design, and leadership development. He also volunteers as a Faculty Fellow at the League for Innovation in the Community College, where he curates case studies of educational innovation and leadership.

Dr. Smith’s Impact

Dr. Smith served as Provost and Senior Vice President at the American Public University System (APUS), where he led academic and student affairs for over 88,000 learners globally. His leadership brought about innovations in competency-based education, microcredentials (NanoCert® programs), and workforce-aligned certifications. He also launched the system-wide use of Open Educational Resources, saving over $32M, and led APUS to national recognition in cybersecurity education.

Prior to APUS, he served as Vice Provost for Distributed Learning at the University of the Pacific, where he expanded hybrid and graduate education programs, and as Chief Academic Officer at Portmont College at Mount St. Mary’s, a Gates Foundation–funded initiative focused on underserved learners.

Career Journey

Dr. Smith’s two decades at Rio Salado College included roles as Vice President of Academic Affairs, Dean of Instruction, and Faculty Chair. He pioneered online language instruction in Arizona, designed predictive modeling for student success, built the nation’s first NACEP-accredited dual enrollment program, and led the development of over 50 business, military, and government partnerships to align education with workforce needs.

His work spans online learning strategy, student engagement through predictive analytics, accreditation, assessment, and rethinking the faculty role in the face of emerging technologies. His research and writing have appeared in New Directions for Community Colleges, EDUCAUSE Review, and national forums.

Awards & Education

An award-winning leader, Dr. Smith has received the WCET Outstanding Work (WOW) Award, Innovation of the Year, the Dolores Brown Award, Phi Theta Kappa’s Administrator of the Year, and the Homer Sarasohn Award for Meritorious Service. He has served on boards for EDUCAUSE, WCET, and 1EdTech, shaping the future of digital education nationally.

Dr. Smith earned his Ph.D. in Organization and Administration of Higher Education from the University of Arizona, a Master of Organizational Behavior from Brigham Young University, and dual B.A.s in Latin American Studies and Spanish, graduating magna cum laude. He began his college journey as a first-generation student at Mesa Community College.
